[WIQPmail] WIQP Reflector Reply Behavior

A change has been made to the way the Wisconsin QSO Party reflector handles
replies to messages posted on the reflector.  Prior to March 2, 2015, using
your email client's 'Reply' function sent your response only to the author
of the post.  In order to reply to the reflector, you had to use the 'Reply
All' function.

Effective March 2, 2015, using either 'Reply' or 'Reply All' will send your
response to the reflector.  This seems to now be a de facto standard on most
email reflectors handling low to moderate traffic.  If you wish to respond
to only the original poster, you will need to edit the 'To:' field in your
reply prior to sending.

This will take care of some questions that have been raised about where
replies have been routed.
