[WIQPmail] Updated Mobile Postings

Here's an APRS map, with county overlays, with known 2016 mobiles, and some
previous mobiles who've operated past years, but haven't made announcements
for this year:

It would be great if the other announced mobiles (N9KS, W9MSE, N9NE, K9BTQ)
would get on APRS.  You don't need any fancy equipment even...just your
smartphone.  (There's an app for that.)  Also, NR0T announces that he'll be
on APRS, but aprs.fi can't find him.
