[WIQPmail] N9NE on APRS

With the help of NE9U (Scott) and WE9V (Chad), I am now for the first time
on APRS.

Please look for me in WAP, SHA, MAR, and POR in that order. I'll spend
approximately 1:40 in each county. 40 and 20M SSB, and 80-20 CW.

BTW, thanks to Chad for offering his mother's driveway as my parking spot
in WAP! :) It's only a few hundred yards from SHA.
