[WIQPmail] Hard Counties In the WIQP

I am trying to make up a list of yearly the hard counties to get.

Like in Sweepstakes you know every year what mults are rare. And yeah 
there are a few surprises too. But there usually always is a group that 
every year are rare.

Has anyone ever made a list like this for hard to get WI Counties?
