[WIQPmail] New route list uploaded

New APRS map for 2019 created.
The route list for mobiles list WO9B, KD9CSI, KE0TL, with W0ZQ as tentative.
I can't add the published WO9B-9 because it doesn't exist (only -1 and -N
exist).  And there's no APRS known for W0ZQ.  So I can't add either of
these two mobiles.
I've kept in some of the other mobiles from past years, just in case they
participate but haven't published plans.

Good luck everyone, and you mobiles stay safe out there!  Supposed to be
close to 40F at this corner of the state.
