[WIQPmail] WIQP Mobile and LOTW

Can anyone point me to how I should submit mobile contacts (as a mobile operator) to LOTW?  I've been sifting through the LOTW website and I'm not certain if I need to create individual TQSL's per county operated..... I hope not.
Any pointers would be appreciated.  Thank you!
