[WIQPmail] WIQP Mobile and LOTW

I have always created a location record in TQSL.  Then I spli my ADIF files
into one file per county.  Then I stripped the /DUN, /EAU, etc., from my
csllsign.

The final step is to upload each file with TQSL and assign it the correct
TQSL location.

There may be easier ways to do this.
