[WIQPmail] Mobile and fixed Station Competing

If you give the mobile the option to submit 2 scores, one just to compete
against another mobile and the other to compete against Fixed.

if the mobile score did not contain the 500 points per county would that be
fair?

If the mobile score did not contain the multiplier per county but given
credit for the county they operate from and not contain the 500 points per
county would that be fair?

Where would the incentive be to promote more mobile activity?

Now being on the county line would be against county hunter rules and
operating the contest with out this rule would discourage county hunters
from operating this contest.

For every action is a reaction, seams to be a stalemate.
