Dave of DXLab is also involved with the Yahoo group for ARRL - LOTW. Join those groups for a huge discussion of this subject, but, yes, that is the proper solution, Mike.

Well for better or worse I uploaded to LOTW using my main call sign with no
trailing /m or /county.  I took the suggestion from above and parsed the
ADI file into separate counties and then set up county QTH locations in my
LOTW profile.

There was quite a number of QSL's waiting for me so at least for those
folks, I did right by them.

I also updated my QRZ profile and put a note at the top about what I was
doing.

This is as far as I'm going to go.  If there is a problem with a busted Q
or some other issue, someone can sure find me via email and we can figure
it out.

Good topic and timely too.  I was just scratching my head trying to figure
out what to do when the original post dropped into my inbox.  Nice to know
I'm not the only one.
