Go ahead and publish his call. someone that knows him may ask him to read his email.... 
The new upload is supposed to ask for the QTH information to be filled out. But if they are .. 
Oh well. It is a hobby. His certificate will expire sometime in next 3 years and if he does not add the QTH info...
