[WIQPmail] Fixed and Mobile should have separate awards

Wow, I had learned some things with this subject that I never had known.

Rover and Mobile competition  seams  to be interesting concept, You do not
want to discourage ether one. If fact A CLUB would want more activity from
these.  What would be the best incentive for it?

Rules for Mobile and Fixed competing with one another for scoring is indeed
very different seams not to be fair. Years ago the same thing happened when
a mobile won when I was on the committee. Need less to say, I got the boot
for one thing or another. Left me very bitter with the WARAC that still has
not left. The mobile situation has never changed. Depends what the feeling
is at the time and needs to be resolved.

The problem is to find a win win situation so to encourage Mobile and Rover
operation.

I heard rumors over the years that some mobiles operated like Rovers, who
is the wiser? There is no WIQP Cop sitting on the same road at the same
county line telling you that your disqualified for doing it.  Throw
antennas into the trees weeks with a coax line attached in different
counties a head of time mark it on your GPS so you can find it again. Just
like those Steam Cars do with their wood pile stash.  I am all for this,
any thing goes.

I am not as old as some people are in operating in the WIQP but I am proud
to say that I first operated in it I think ether 1969 or 1970. Need to
check Wisconsin Net Association records if they exist. Been operating it on
and off over the years.
